New Zealand is in a unique situation where far reaching change can be
designed and implemented at a district level. Bottom up whole-
system-change is achievable but requires new skills, styles of
leadership and careful construction. Framing the task and making
the right first moves are critical to success. The challenge of
'getting going' in whole system change is discussed and put into
context with local examples and 'how to' tips
Paul Stephenson is a partner in Synergia Ltd, a management consultancy
that focuses on public sector strategy. Paul specialises in health
sector design and development.
Paul has experience in senior health sector policy and management
positions in New Zealand and Australia, most recently as State General
Manager of Public Health Services and State Director of Child,
Community and Primary Care for Western Australia. He was a
member of the number of Australian national peak bodies for health
sector policy. Paul is currently advising Counties Manukau and
Auckland DHBs on major whole-system change projects. He is a
member of the Auckland District Health Board Community and Public
Health Advisory Committee. Paul has a strong theoretical interest
in the application of systems and complexity theories to health sector
strategic analysis and design.
