The NZ mental health strategy to date has mostly ignored the high
prevalence disorders such as depression, anxiety disorders and drug and
alcohol misuse. Mental health services have not always connected
well with primary care – despite recent research showing that up to 30%
of those attending GP practices have a diagnosable disorder. This
presentation analyses some of the current issues in mental health
service delivery and outline the plans being developed by CCDHB in The
Journey Forward to develop a primary care oriented, recovery focused
mental health service.
Martin Hefford is Director for Quality and Integrated Care at Capital
and Coast District Health Board. Prior to this he was general manager
responsible for service planning and funding in the Hutt Valley
District Health Board in New Zealand. In 2003 he chaired the national
working group developing the new national Primary Health Organisation
Agreement in negotiation with primary health agencies. In 2004 he
contributed a chapter: "Service Planning and Prioritisation in a
District Health Board" to Continuity Amid Chaos—Health Care Management
and Delivery in New Zealand, and more recently co-authored "Reducing
Disparities Through Primary Care Reform: The New Zealand Experiment" in
Health Policy. Martin was involved in New Zealand's
experimentation with a funder provider split from its conception in
1993, having a variety of roles first in the Central Regional Health
Authority, including General Manager Mental Health, and then, when the
RHAs were amalgamated, in the Health Funding Authority as Senior
Locality Manager responsible for personal health services.
