There has been a progressive widening of the gap in survival chances
between different groups of New Zealanders over the last 20 years.
While mortality rates for most New Zealanders has steadily declined
over this period the experience for Maori and Pacific groups has shown
little change.
Current legislation enshrines the efforts of the health sector to
address this health disparity within our society, and the Primary
Health Care Strategy has a particular focus on this problem.
This session provides an opportunity to reflect on these issues that
the Strategy was intended to address, the implementation approach and
the challenges and lessons learnt along the way.
Dr Jim Primrose joined the Ministry as Chief Advisor in General
Practice in January 2003. His role is to lead the formation and
effective working of Primary Health Organisations (PHOs), which are the
face of accessible and affordable primary health care.
Dr Primrose has a background in general practice and for more than 15
years was a partner in a large Hamilton group practice. Since 1993 he
has held a number of senior health management positions in both the
public and private sectors.
This period has been one of significant change for the primary health
sector, and he combines this practical experience of major change
management with on-the-ground experience as a GP, extensive networks, a
commitment to enhanced primary care and a vision of the way general
practice can best contribute to improving some of our most damning
health statistics.
